1 (11) (A) The Commission shall promulgate a regulation under which a person required to file a designation, statement, or report under this Act— (i) is required to maintain and file a designation, statement, or report for any calendar year in electronic form accessible by computers if the person has, or has reason to expect to have, aggregate contributions or expenditures in excess of a threshold amount determined by the Commission; and (ii) may maintain and file a designation, statement, or report in electronic form or an alternative form if not required to do so under the regulation promulgated under clause (i). 2 (2) If the Commission, upon receiving a complaint under paragraph (1) or on the basis of information ascertained in the normal course of carrying out its supervisory responsibilities, determines, by an affirmative vote of 4 of its members, that it has reason to believe that a person has committed, or is about to commit, a violation of this Act or chapter 95 or chapter 96 of title 26, the Commission shall, through its chairman or vice chairman, notify the person of the alleged violation. 3 Any report required under paragraph (2) with respect to any calendar year shall be filed in electronic form if the organization has, or has reason to expect to have, contributions exceeding $50,000 or expenditures exceeding $50,000 in such calendar year. 4 Observers shall have the following rights: to be present at meetings of election commissions; to participate in meetings on nomination of candidates, meetings of candidates with voters; to be present at the polling station, to observe the progress of the preparatory work, the placement of booths or rooms for secret voting and the sealing of ballot boxes, the registration of citizens, the issuance of ballots; to be present at counting of votes and drafting the Protocol of the election commission; to request and receive copies of documents related to election results approved by the relevant election commission; to report their observations to the relevant election commission, if there is reason to believe that at the relevant polling station there have been violations of the requirements of the present Code.
